C’est avec beaucoup d’intérêt que j’ai suivi à la télévision nationale, le plan de riposte économique du gouvernent guinéen face au Covid-19.
L’une des composantes de ce plan est sociale, dans le but d’atténuer les conséquences économiques de cette pandémie sur les ménages guinéens, notamment ceux en situation de précarité. Cette composante vise à apporter une aide appropriée aux populations, en particulier les plus démunies.
Plusieurs mesures sociales sont introduites dans ce plan, à savoir, 465 milliards pour les frais de trois mois d’électricité, 24 milliards pour l’eau, 6 milliards pour le transport public en bus et 2 milliards pour celui en train. Les loyers sur les bâtiments publics et privés sont bloqués d’avril à décembre 2020, pour ne citer que ceux-là. Le coût global de ce plan de riposte est estimé à plus de 3000 milliards de nos francs.
Au-delà du fait que la plupart des services publics cités dans ce plan sont quasi inexistants, la grande question que je me pose, concerne la procédure optée par le gouvernement pour collecter aussi vite un tel fond. À cette question, une réponse est aussi donnée dans le plan.
Le fond sera alimenté par l’État, à travers différentes sources de financement déjà identifiées, ainsi que les contributions volontaires des particuliers et de l’ensemble des entreprises. Pour être honnête, cette réponse ne me rassure pas, et elle met en exergue l’incapacité de notre État à faire face aux graves préoccupations qui se posent au pays.
Notre État n’a pas de ressources, il est pauvre comme la majorité de ses citoyens. Il compte sur les particuliers et les entreprises pour financer une partie du plan, et l’autre bonne partie sera complétée à travers les recettes sur les hydrocarbures. C’est non seulement de l’égoïsme et de la sournoiserie, mais aussi de la délinquance économique qui se cachent derrière ce plan. Sinon l’État aurait pu faire mieux en réduisant significativement le prix du litre à la pompe, à 6500 francs par exemple.
L’impact de cette réduction est plus valorisant et efficace que tout, car l’État, dans ces conditions, pourrait estomper de façon drastique le prix des denrées de première nécessité durant le confinement. On demande aux ménages de réduire les déplacements pendant que le prix du sac de riz est encore à 300 mille.
Tout porte à croire que ce plan est une justification du refus catégorique de l’État à réduire le prix du carburant à la pompe. Il suffit juste de voir la source de financement édictée dans le plan pour le comprendre.
