Il est depuis un certain temps devenu, le One-man-show pour ne pas dire le chou gras de la toile. S’il n’est pas annoncé pour partant, il est accusé d’avoir pris un acte illégal, taxé de rigueur excessive dans ses actes administratifs ou bien, cité comme Ministre militant qui se bat de trop.
Lui, c’est bel et bien Ismaël Dioubaté, Ministre du Budget, la cible d’un acharnement inédit de la part de certains indisciplinés, victimes de sa rigueur administrative ou des cadres coutumiers de l’ancienne pratique, qui n’arrivent pas à se conformer aux réformes qu’il a initiées, agitant ainsi la toile et manipulant la presse pour faire échec à sa politique de recouvrement fiscal et de sécurisation des recettes.
Il a l’air d’un Ministre qui dérange, qui n’est pas cet habitué des combines malsaines qui ont longtemps caractérisé l’administration fiscale guinéenne.
Son plus grand péché qui lui vaut toute cette cabale dans les médias ourdie par des personnes tapis dans l’ombre, c’est le fait qu’il ait décidé de mettre fin aux fonctions d’un jeune DAAF, qui n’a d’égard pour personne et qui est catalogué pour son indiscipline administrative avérée. Ce dernier et ses acolytes invisibles mais connus, se servent de la presse comme bouclier pour abattre le Ministre Dioubaté et obtenir sa chute.
Parmi eux, un s’est déclaré déjà Ministre en attente au grand salon du Gouvernement. Aux avocats du jeune démis de ses fonctions, savez-vous comment est-il parti du Ministère des Affaires Étrangères ?
Tout se raconte au sujet de cet arrêté assez courageux qui a obéi à la procédure administrative requise jusqu’à l’acte de nomination et de l’intérim assuré par le Chef Comptable du département en question, en attendant le retour au pays de la promue. Quoi de plus légal ?
Selon nos informations, le Ministre du Budget, Ismaël Dioubaté a adressé un courrier en bonne et due forme au département concerné. Est-ce à lui de suivre le circuit dudit courrier dans les services de ce ministère ?
Est-il obligé de recueillir l’avis d’un Ministre sur le choix d’un DAAF ou avoir ses bénédictions avant toute décision ?
La dame Ramatoulaye Camara, Cheffe de cabinet du ministère de la Jeunesse est aussi la cible des fantômes intellectuels avec la bénédiction d’une presse à la solde du mieux offrant. N’est-elle pas la première responsable du personnel de son département ? En d’autre, elle est l’équivalent d’un rédacteur en chef au sein d’un organe de presse ou groupe de médias. S’en prendre à cette pauvre dame, c’est méconnaître le fonctionnement de l’Administration et cela relève d’une impardonnable ignorance pour le journaliste qui se livre à un tel marché capitaliste, teinté de cynisme et de gain malsain. Ah, mercantilisme quand tu nous tiens!
Le Ministre Dioubaté est un roc à la carapace dure qui résiste à toute cette machination dépourvue de bon sens et de rationalité.
C’est un habitué des rouages administratifs et, est loin d’être quelqu’un qui a appris sur le tas ou qui s’est retrouvé par accident à un tel niveau de responsabilité. Que ceux qui souffrent de le voir à ce poste, attendent leur tour. Pour l’heure, il est l’occupant légal de ce poste, dont la survie ou le maintien dépendra de ses résultats obtenus. Ça relève du pouvoir discrétionnaire du Chef de l’État.
Cet acte que vous jugez d’illégal, souffrez de me lire, qu’on apprend pas à un vieux chat comment attraper une souris. Trouvez un autre pou, c’est possible, mais pas sur un crâne rasé. En tout cas, le Ministre Dioubaté est inattaquable sur le plan de la gestion, du bilan et son militantisme revendiqué et assumé auprès du Chef de l’État et du RPG, depuis sa tendre jeunesse. Il n’a pas besoin de le prouver.
Jusqu’à preuve du contraire, le Ministre Ismaël Dioubaté a bien fait d’agir, il l’avait fait dans le passé avec des récalcitrants qui se prenaient pour des intouchables mais qui ont cédé face à sa témérité. Il peut reculer par sagesse, mais jamais par peur. Ce qui ne lui ressemble d’ailleurs pas.
Et dire qu’il a reçu l’injonction de rétablissement du jeune DAAF à son poste par le Président de la République n’est que pur mensonge.
Seuls les réfractaires aux réformes entreprises par le très dynamique Ministre du Budget font courir tous ces bruits dans la presse et sur la toile.
Ce n’est pas à la chute d’une feuille morte, que la forêt portera le deuil, parce qu’elle a fait assez de bruits. Que cela soit su!
Et donc, plus rien n’arrêtera ces réformes en cours, malgré ce tintamarre orchestré par un groupe d’individus qui cherche à tout prix à s’offrir la tête du Ministre, alors qu’il bénéficie du soutien du Chef de l’État, contrairement aux clichés développés par des journalistes sous la main.
