Conakry, le 14 février 2019 – Plus d’une année après l’organisation des élections communales suivies de près par l’installation des 342 maires à la tête des communes urbaines et rurales, le Président de la République a pris part ce matin à l’ouverture officielle des travaux des États généraux de la Décentralisation et du Développement Local.
En effet, la décentralisation, considérée comme l’une des réformes fondamentales visant à faire participer les populations à la gestion des affaires publiques a été initiée en Guinée à travers le discours Programme du 22 décembre 1985. Trois décennies après, la volonté politique s’est affirmée, la décentralisation demeure au centre des réformes visant la refondation de l’État avec l’objectif majeur de faire des collectivités locales le moteur de développement à la base, capables d’offrir des services sociaux de base de qualité aux populations.
Les États généraux de la Décentralisation et du Développement Local, sont une action qui s’inscrit dans l’agenda de politique social et économique du Chef de l’État Alpha Condé. C’est pourquoi, la réalisation de ces États Généraux permettra d’une part, de partager la vision du gouvernement en matière de décentralisation, de gouvernance participative et de développement local, et d’autre part de sensibiliser tous les acteurs sur les mécanismes de gestion et de mise en œuvre du Fonds National de Développement Local à travers l’ANAFIC et le FODEL.
Pour le ministre de l’Administration du Territoire et de la Décentralisation, il n’est pas superflu de rappeler que le développement du pays passe par le plein épanouissement du citoyen à la base au travers des dimensions politique, économique, sociale et culturelle qui sont les siennes. C’est le crédo qui nous a amené à faire de la politique nationale de la décentralisation, le cadre idéal d’expression de la pleine citoyenneté, partant, de la voie idéale d’aboutissement au développement durable des communautés à la base précise le ministre Bouréma Condé.
Pour sa part, le Président de la République a clairement précisé que l’organisation de ces États Généraux est une opportunité dans la vie de la nation guinéenne, pour mieux cerner de près les réalités du terrain afin de pouvoir mieux lutter contre la pauvreté pour changer de façon radicale les conditions de vie des populations à la base. Pour le Président Alpha Condé, l’issue de ces États généraux de la Décentralisation et du Développement Local, doit permettre aux jeunes de Yomou de se sentir Guinéen en bénéficiant des mêmes avantages que les jeunes de la capitale Conakry.
Poursuivant, le Chef de l’État a souhaité que les préfets se rendent plus souvent aux côtés des citoyens relevant de leurs juridictions pour écouter et noter les difficultés auxquelles ils sont confrontés au quotidien. Au nom du peuple de Guinée, le Président Alpha Condé a par la suite invité les élus locaux à s’engager résolument dans le sillage du renforcement de l’unité nationale et de la réalisation des objectifs du Plan National de Développement Economique et Social ‘’PNDES”.
Il faut préciser, que notre pays s’est résolument et irréversiblement inscrit dans la décentralisation, la preuve depuis plus de 30 ans les dirigeants ont donné la priorité au développement local pour lutter contre la précarité en milieu rural.
