La mission d’inspection conjointe Ministère de l’Energie, de l’hydraulique et des Hydrocarbures-Fonds d’appui à la promotion des gaz (FAPGAZ) se poursuit dans les installations gazières du pays. À Kamsar ce vendredi 31 janvier 2025, la mission a pris de fortes décisions, allant dans le sens du respect des normes sécuritaires en la matière.
Le dépôt gazier de Guinée gaz et le centre emplisseur de cette ville ont été fermés pour défaut de conformité, après le passage des inspecteurs.
Au niveau du dépôt gazier, six camions ont été immobilisés pour usure de pneus, manque d’entretien technique, manque d’extincteurs, notamment. Il faut ajouter à cela, un système anti-incendie et de refroidissement automatique inapproprié. Quant au mini centre emplisseur qui a également été fermé, les inspecteurs ont constaté qu’il ne dispose ni d’un système de refroidissement ni de système de lutte incendie. Aussi, les extincteurs sont inexistants, le bascule ne dispose pas de certificat de conformité et il n’y a pas non plus de pictogrammes.
Pourtant, ces défaillances ont été constatées lors des précédentes visites et les recommandations d’y remédier avaient été formulées et adressées à Guinée gaz. C’est pourquoi ce jour, sans tergiverser, la décision de fermeture a été prise.
« Il y a eu des constats très amers que nous avons remarqués sur les centres emplisseurs de Guinée Gaz à partir de Sonfonia. Il n’y a aucune conformité avec les principes qu’il faut. Les camions sont tous délabrés, s’il faut le dire. Vous n’êtes pas sans savoir que l’année dernière, les mêmes états de camions qu’on est en train de remarquer sur le terrain ont fait un accident mortel à Souguéta. Et nous continuons à voir les mêmes camions dans les mêmes états. Les pneus sont usés, il n’y a pas de visite technique, il n’y a aucune mesure de sécurité qui est prise en charge. C’est vraiment étonnant et regrettable. On devait fermer le centre de Sonfonia hier, mais on s’est dit que peut-être, de l’autre côté, arrivé à la base c’est-à-dire ici à Kamsar, nous allons trouver une certaine amélioration, ce qui est totalement le contraire. Alors c’est une réalité qui nous pousse à fermer le grand centre, le grand dépôt de Guinée gaz ici. C’est une irresponsabilité, et quand il y a problème, la première personne morale qui va être pointée du doigt, ce sera le FAPGAZ. Nous avons donc fermé ce centre jusqu’à ce que toutes nos recommandations soient prises en charge », a expliqué Martin Maomou, Directeur général adjoint de FAPGAZ et chef de la mission d’inspection.
Ce que reproche la mission d’inspection à Guinée gaz, c’est surtout la non-prise en compte des recommandations formulées à son endroit lors de la précédente mission. Un acte considéré tel un affront à l’endroit de l’autorité de tutelle.
Le premier responsable du dépôt central gazier de Kamsar, dans sa réaction à cette fermeture, dit recevoir la décision de fermeture et les remarques formulées, « avec beaucoup de professionnalisme ». Cependant, il aurait souhaité « travailler dans une collaboration qui va dans l’intérêt général ». « C’est-à-dire, corriger des écarts et s’atteler à la mise en œuvre des recommandations et lever les écarts », a dit Ahmed Sidy Dieng, Directeur dudit dépôt.
L’ouverture de ce dépôt gazier et du mini centre emplisseur de Guinée gaz à Kamsar est assujettie, ont insisté les inspecteurs, à la satisfaction de toutes les recommandations formulées lors de cette visite. Cette fermeture s’est faite en présence d’un huissier qui a donné avis favorable après avoir constaté.
Il convient, par ailleurs, de rappeler que cette inspection est une mission conjointe entre le ministère de l’Énergie, de l’Hydraulique et des Hydrocarbures, et le Fonds d’Appui à la Promotion du Gaz (FAPGAZ). Le ministère est représenté par son Inspecteur général, M. Nankouda DIAKITÉ, ainsi que par le Directeur national des Hydrocarbures, Dr Mohamed BANGOURA. De son côté, FAPGAZ est représenté par son Directeur général adjoint, M. Martin Maomou (chef de mission), M. Mohamed Cheik Camara, Conseiller principal à FAPGAZ, et M. Lanfia Magassouba, Directeur de l’Approvisionnement, du Stockage et de la Distribution au sein du même organisme.
