Le ministre conseiller à la présidence Damantang Albert Camara également membre du bureau politique national du RPG ARC-EN-CIEL, parti au pouvoir s’est prononcé à nouveau ce mardi sur les raisons qui justifient, selon eux, la proposition d’une nouvelle constitution aux guinéens. Selon l’ancien porte-parole du gouvernement, les raisons sont à chercher dans certains articles qui sont déphasage avec les préoccupations de l’heure. Également, soutient Damantang Albert, des sujets qui pourraient même menacer la stabilité de certaines institutions même celle incarnée par l’exécutif. Pour la durée du mandat par exemple, cite-t-il, “qu’on dise qu’il y a une intangibilité du mandat du president de la République et qu’on dise qu’un mandat ne peut pas se renouveler plus d’une fois pourtant il y en a qui souhaitent un mandat plus court de quatre ans ou de six ans ou même de 7 ans renouvelable une seule fois ou deux fois, pourquoi pas”. Pourquoi interdir aux guinéens de réfléchir à ça et de proposer autre chose? Se demande le ministre Damantang Albert
Outre cet article qui pourrait être revu dans la fameuse constitution, Albert Damantang relève, selon lui, quelques insuffisances de l’actuelle constitution. “L’article 27 de la constitution de 1990 relatif à l’empêchement à la présidentielle qui dispose qu’après avoir déposé les candidatures et qu’en cas de décès ou d’empêchement d’un candidat, on peut reprendre le processus, la cour suprême décide s’il y a lieu d’ouvrir les délais pendant lesquels les candidatures sont déposées. Celle de 2010, on dit qu’en cas de décès, d’empêchement ou de retrait, la cour suprême reprend totalement l’organisation de l’élection. Ça veut dire si quelqu’un de mauvaise foi demain présente un candidat et aux dernières minutes se retire, on reprend tout, on peut le faire autant qu’on veut parce qu’il n’y a pas de délai, il n’y a pas de date, il n’y a pas de possibilité pour la cour suprême de décider” a fait remarquer le ministre Damantang
Un autre sujet de préoccupation majeure, selon l’ancien ministre de l’enseignement technique qui justifie la pertinence de ces consultations, c’est celui lier à l’excision. À en croire Damantang Albert, c’est un cri de cœur d’une frange de la population qui estime que si le débat persiste sur cette pratique parce que tout simplement l’actuelle constitution ne protège pas suffisamment les mariages précoces, les violences basées sur le genre. “Il faut écouter ces cris de cœur” estime-t-il
La nouvelle génération des droits humains au niveau environnemental, des mines à limage des pays qui ont inséré dans leur constitution la charte sur l’environnement, la prise en compte de la société civile, pourraient figurer dans la nouvelle constitution, a déclaré Damantang Albert Camara
